General Notice
The City of Rockingham (Owner) is requesting Bids for the construction of the following Project:
WWTP Improvements – Aeration, Electrical/Generators, & New Sludge Dewatering Facility
D|F Job No. 040000.09
Session Law (S.L.) 2023-134 Grant No. SRP-W-134-0118
Bids for the construction of the Project will be received at the Rockingham City Hall located at 514
Rockingham Rd., Rockingham, NC 28379 until 2:00 PM local time, June 23rd, 2026. At that time the Bids
received will be publicly opened and read.
Bids must be submitted in sealed envelopes and clearly marked “DF Job No. 040000.09 – WWTP
Improvements – Aeration, Electrical/Generators, & New Sludge Dewatering Facility ” on the outside for
easy identification by the Owner and the Engineer. Bids Submitted by mail, Federal Express, United
Parcel Service, etc. must meet these same requirements and should be addressed to Owner’s Office.

This project is funded in whole or in part through the North Carolina Drinking Water/Wastewater State
Reserve as established by Session Law (S.L.) 2023-134. All program requirements, schedule deadlines,
federal terms and conditions, and other applicable components of the S.L 2023-134 grant requirements
are applicable to this project. The Project includes the following Work:
The project shall include a base bid and two bid add alternates. The base bid shall include a new sludge
dewatering building which shall be added to replace the existing system. This building shall be a 50’x100’
pre-engineered building with electrical room, bathroom, and 40’x50’ covered canopy area for sludge
storage. The building shall be completed with electrical, heating/ventilation, and plumbing. The building
shall house three (3) belt presses, one (1) conveyor, two (2) sludge grinders, three (3) sludge pumps, and
three (3) polymer feed skids. This system shall be complete with one new duplex filtrate/return
washwater pump station, as well as re-paving the existing concrete area. The first bid add alternate shall
be a new generator with automatic transfer switch to support the effluent pump station. The second bid
add alternate shall be to include the following work: the existing plant generator will be replaced with a
new generator and automatic transfer switch. Four (4) aerators will be added to the aeration basins, two
(2) in each existing basin.

Prospective Bidders may examine the Bidding Documents at the Issuing Office, Owner’s Office or
through the Hispanic Contractors Association of the Carolinas at http://thehcac.org, ConstructConnect
at http://constructconnect.com, Dodge Construction Network at http://construction.com, and the
North Carolina Institute of Minority Economic Development at http://theinstitutenc.org . Copies of the
Bidding Documents may be obtained from the Issuing Office by following the procedure outlined below.
All Bidders shall be registered Document Holders with Davis & Floyd, Inc. To register, Bidders must
submit a company name, company contact (name), valid email address, physical address, mailing
address, telephone number, and request to be registered as an official Document Holder for this project.
This requirement does not cost anything to prospective bidders and is a system to support notification
of addenda and other project communication to bidders.
Electronic copies of the Contract Documents are free and may be obtained by emailing
documents-flo@davisfloyd.com and providing appropriate information.
Hardcopies of the Contract Documents will not be provided to Bidders. Bidders may order hard copies
through a press of their choice, should they choose to do so.
Bidders must be licensed contractors in the State of North Carolina. All subcontractors must all be
licensed in the State of North Carolina.
Bidders are required to make positive efforts for minority business participation in accordance with NC
State General Statue G.S. 143-128.2. Bidders shall identify efforts made for minority business
participation and provide documentation as required by the bid documents.
Each Bid must be accompanied by a 5% bid security in the proper form and subject to the conditions
provided in the Instructions to Bidders. A Performance Bond and a Payment Bond, each in the amount
of 100% of the contract price will be required of each successful Bidder.
No Bid may be withdrawn for a period of 90 days after the actual bid opening date.
The Owner reserves the right to waive any informalities in bidding and to reject all Bids if it is in the
Owner's best interest to do so.
