DESCRIPTION OF DUTIES: (GENERAL)
General Definition of Work:
Performs technical work in the inspection of all phases of building construction; does related work as required. Work will be performed under the regular supervision of the Inspection Superintendent.
Essential Functions/Typical Tasks:
· Performs field inspections of residential, commercial, and industrial facilities for compliance with building, plumbing, electrical, and mechanical codes; enforces minimum housing, abandoned structure, and other ordinances as assigned; preparing and maintaining files and records; preparing reports.
· Collaborates with the Fire Inspector as needed for ABC inspections, sprinklers, occupancy inspections, etc.
· Performs field inspections of residential, commercial, industrial, and public facilities for compliance with building, plumbing, mechanical, and electrical codes.
· Meets with contractors, design professionals, property owners, and state officials to answer technical questions; performs plan review of building, electrical, mechanical, and plumbing designs for residential and commercial projects; performs plan review for new structures, additions, and alterations of residential and commercial structures.
· Reviews, processes, and issues building permits.
· Performs related tasks as required.
Knowledge, Skills, and Abilities:
Thorough knowledge of all types of building construction materials and methods and stages of construction so that possible violations and defects may be most easily observed and corrected; thorough knowledge with state building and related codes, laws, and ordinances; general knowledge of zoning ordinance provisions, and hazards of fire and collapse; ability to forecast length of plan review and interpret specifications and blueprints accurately and to compare them with construction in process; ability to solve problems within the scope of responsibility; ability to collaborate well with property owners, contractors and the public and be effective in creating satisfactory working relationships; as well as the ability to demonstrate firmness and tactfulness while enforcing ordinances and codes.
Education and Experience:
Must possess a minimum of a Level 2 certification from the North Carolina Code Officials Qualification Board for building, plumbing, electrical, and mechanical trades; and considerable experience in the building construction trade. Preference will be given to applicants that possess a Level 3 certification from North Carolina Code Officials Qualification Board.
Physical Requirements:
This is light work requiring the lifting of up to 20 pounds of force occasionally, exerting up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts use or measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness or work, and observing general surroundings and activities; the work is subject to inside and outside environmental conditions, noise, and hazards. The position requires the employee to climb ladders and on structures at different height elevations.
Special Requirements:
Possession of an appropriate driver’s license valid in the State of North Carolina. Possession of minimum Level 2 state certification in building, plumbing, mechanical, and electrical inspections.
